Do WhatsApp calls work in Morocco? What travellers should know
Messaging is not the worry. Calls are the part with a history, and today's reports disagree. Here is what we know, what we do not, and a plan that works either way.
The short answer
Messages and voice notes are not the problem. Calls are the uncertain part. Morocco's three operators blocked voice and video calls on free apps over mobile data in 2016, and today's reports are mixed: some eSIM sellers say calls work, others say operators can throttle or restrict them.
We cannot test every network on every day, so the sensible plan is simple: assume messaging works, test a call when you land, and do not make a call the only way to meet your driver or host.
What happened in 2016
In February 2016, Morocco's three telecom operators restricted voice and video calls made through free apps such as WhatsApp, Skype and Viber over 3G and 4G. Moroccan press reported that the national regulator, ANRT, said such services were not in line with current regulations. Calls made over Wi-Fi kept working, and a short-lived reprieve on mobile networks was quickly reversed.
That history is why advice about calling in Morocco has been cautious ever since.
What do we know today?
Honestly, less than we would like. We looked at what eSIM sellers currently say, and they disagree:
- One provider's help page (updated April 2026) says WhatsApp, FaceTime and Messenger calls are not blocked in Morocco.
- Another says operators such as Maroc Telecom and inwi can throttle or restrict calls to protect their own phone services, so quality can suffer or calls can fail, and that Wi-Fi often works better than mobile data.
Both are commercial pages, and we cannot verify what you will experience on a given network on a given day. Treat this as a reason to plan, not to worry.

How to plan so it does not matter
- Test on arrival. Make a short WhatsApp call to a friend or family member in the first hour. If it works, you have your answer for that network. If it does not, you know early.
- Arrange pickups by message. Send your arrival time, flight number and location pin to your driver, riad or host, and agree what happens if you cannot be reached.
- Save your host's number. If you must make an ordinary phone call, a local number is easier to reach than a UK roaming call is cheap. Check your UK network's tariff first (what UK networks charge in Morocco).
- Use Wi-Fi for long calls. A video call can use several hundred megabytes an hour, which adds up on a small plan.
- Keep your UK SIM for texts. Bank codes still arrive by SMS. Turn data roaming off on the UK line so it never carries data by accident.
- Keep a plan B. Voice notes and text beat a failed call. Make sure the people at home know you may be hard to reach by call.
What calls and messages cost in data

Does an eSIM give me a Moroccan phone number?
Usually not. Travel eSIMs are normally data-only, so you use apps for calls and keep your UK SIM for texts.
What should I do if a call will not connect?
Send a message or voice note, try Wi-Fi, move to a place with a stronger signal, and try again later. Do not rely on calls for anything time-critical.
